The carb on your bike is successfully running on literally hundreds of thousands of bikes world wide. To expect an improperly installed filter to work is unreasonable. Oiling your filter and properly jetting/adjusting your carb would fix your problem. Having no water repelling properties on your filter was also a contributing factor, Adding EFI without addressing the air filtering issue is a bad idea. If you are rolling in dough though won't matter much...

i use paper filter off autozone for 5.99. and this filter is no good?

or carb without pilot jet And if you don't have a good AIR FILTER and FUEL FILTER it will cost you 5x more. EFIs any little speck will cause problems and IT WILL COST YOU PLENTY in the pocket book. At least a Carb any chiid with a brain can clean it and adjust it, EFI's you need the proper SOFTWARE and know how to adjust them. Alleyoop

Take a picture of it so we can tell you. But have to tell that a dirty Fuel Filter would not cause just 1/4 throttle problems, so NO that would not cause what your experiencing. Alleyoop

You def dont want to wait any longer to oil the filter. Just like they said. You need it oiled to properly adjust everything. If you oil it aftet you will have to readjust your carbs airfuel for sure. Also if the unoiled filter gets wet your gonna be sucking water. Thats exactly why i was concerned about the filter.

Good advice Geh3333, no oil it will suck in water if riding in the rain. Like Geh3333 said if no oil on it now and it is running good when you do oil it you will have to adjust your FUEL RATIO MIXTURE because with oil on the filter less air is being sucked in and it will run rich with the current setting.
