If its paper like mine was,,no oil,,if its foam like a UNI,,then I put a little oil on it...only time I ever used oil on a paper filter was if it had a foam pre element,,,sometimes I would just shoot the pre filter with a little WD-40,,but I use a light sprinkle of motor oil on my UNI and work it through works great!

I would put oil regardless, much better protection. Foam, you mean a sponge? I put a little oil on the sponge, and squeeze it out. Whatever remains in it, is enough to capture small particles. If you put too much oil, the scoot might stall, or start to smoke blue or white smoke from the exhaust for a bit, but it'll get better over time, as the air filter literally sucks the sponge relatively dry.

Lightly oil a foam filter massaging the oil in and then pat with a towel to get rid of the excess. You want it sticky but not wet and saturated othewise you will be choking the engine and running rich.

howdy, i have also been told that in a car at least too much oil can soak the nx detector and confuse the fuel mixture computer. whether a cooter with fuel injection might also be affected , i don't know
lotsa miles and smiles to ya ken

It will only impact the fuel injection if there is a mass air flow sensor wire in the throttle body which can get coated with oil and then require replacing. It would take a lot of air filter oil to cause a problem with the lambda sensor in the exhaust pipe.
