There are two tee bolts that screw through the ends of the upper arm into two fittings on the scooter. One on the handle bar, one on the right front bolt for the grab rail/trunk mount. Attachments:

That's a good one. I don't feel comfortable with the receiver ramps where the tie down straps are the only thing that prevents the scoot from toppling.

Have the Harbor Freight model and four 2,000lb capacity ratchet straps are plenty secure. Two on the rear rider pegs and two on the handle bars along with a strap on each wheel afterwards to prevent them from moving and you are good to go.

The Sport City does not fill the rack so it should fit. Check the difference in the wheel base. If your bikes wheel base is about a foot shorter than the length of the rack then you should be good as long as your bike is not over the weight rating of the rack and the combined weight of the bike and the rack does not exceed the,dead weight capacity of your receiver.

I've got a Reflex and it obstructs the rear lights on my GMC pickup. So, I modified some trailer lights and bungee them to the carrier. I tried some velcro, but, it would not hold.
