Nope not jammed at all, just seems like the gap is huge and if I rotate the engine by hand it does not move the valves at all. Valves are adjusted at .0025 and .004(exhaust)

take the rocker assembly off and move the arms around until its flat on the valves before you put the nuts on

Im not sure I understand what you mean. The rockers when not being engages by the cam lobes can "rock" freely, but when the lobes are pushing the arms they only just make contact with the top of the valve. Im thinking the rocker arms are too short.

you have to move the arms when you put the assembly on so they set flat on the valve, take the four nuts off and try it again

They are currently moving freely, just not enough to move the valve, I mean I can use my hand and easily flick them back and forth. I just mean I'm not sure taking it off will help cause its not really jammed, just like with the valve stem is short or the rocker arm isn't deep enough
