You dont need to wait an hour between coats ,and as long as you keep the paint wet you can continue painting till complete . The drying time is controlled by the type of reducer used in the paint ,in cold weather you want it to drie faster to avoid runs , and it warm you want to paint to dry slow so it flows to get a shine . I wouldnt advise mixing brands of paint might not be compatable . i have been painting autos,boats RVs for over 35 yrs so i do know a little about paint .

I have the same scooter and i had the same problem at 2000 miles , i seen some short cuts to make adjustment by doing the top valve under the seat and by cutting a hole in the side cover to get at the plug. Taking the covers off is 98% of the job so if you find a shot cut i will sure do that the next time . Try YouTube i think thats where i seen it .

Allow a few minutes between coats ,and the same with clear coat , if you were painting with an epoxy paint you would need to wait at least a half hour to apply clear. Rustoleum is not an epoxy paint. The can should give some directions .

Primer is used to cover bare metal before painting , you really dont need it on plastic , i wouldnt try washing the primer off with thinner because some thinners could soften the plastic . Best advice is sand it down with nothing less than 320 grit it would be better if you use 400 or finer so you wont see sanding scratches . Prep is % of a good paint job so make sure you have a smooth and clean finish before you ever apply paint .

I have a JCL250A with linhai 257 cc have 2500 miles on it and other than a new batt. and two new valve stems with a valve adjust at 2000 miles it just keeps running better everytime i hit the road . Top speed 80 after valves adjusted . ( love the ride )
