Make sure your air intake doesn’t have any leaks. Check the intake flange after the carb - make sure there’s no cracks in the rubber (sometimes underneath), and make sure there’s no gaps around where it joins with the engine.

Why not just buy a Ruckus engine? A decent used one is less than $200
