I forgot that you installed the new tach. Did you put it on the AC circuit or DC circuit?
On my TaoTao only the headlight, brights, and enricher run on AC. The rear lights and turn signals run on DC.

10v AC does seem to be very low. I just finished upgrading my 8-pole stator to 11, so I have some recent measurements before the upgrade.
With my 8-pole on a 150cc I was getting 18v AC from the yellow wire and 20v AC from the white wire. At the R/R plug I measured 16.5-17 on the yellow, and 20-21 on the wire.

Yes. You can use gravity instead of the fuel petcock. The most important part of this setup is ensuring the fuel line has a downward slope from the tank to the carburetor.

Have you checked your brake line to ensure you don't have a qink or twist in the line?
Something is causing the pressure of your brake fluid to build without reaching the front system. That would explain the hard brake handle without transferring to stopping power.
If the line is good, the next step would be to bleed the line of old fluid to try and fix the problem.

How many miles do you have on your scooter? And has a brake service ever been conducted?

This fluctuations in temps has been pissing me off too. I've given up on continuously adjusting me carb until it is consistently holding above 60 degrees outside.

The original battery cables are crap! The core of the cables are too small, it's only the red rubber around the cables which are a bit thicker. The area of core is too small to push enough juice to the starter. Check your battery cables and if they are as bad as mine, buy some jump starter cables and use them as battery cables on your scooter. Change both positive and negative cables... That's a good tip and project to add to the list. What gauge wire do you think would be sufficient?

Both Gold shows shows are very good. Moonshiners is another good one. I think the first season was much better than now.
I have also been watching Gotham, The Arrow, and Nashville on Hulu lately.

The engine is a stock 150 cc GY6 engine with no upgrades whatsoever on it. The CDI, coil, and spark plug are stock as well. The stock air box is being used and the only thing I have done with that is remove it to ensure that it was still in working condition and reinstall it. The main jet is stamped as a 75. I don't know the size of any of the other jets or components on the carburetor. If cleaning the carb again just to be sure is recommended then I can definitely do that as well as cleaning the petcock. Again, the spark plug is slightly wet with oil upon inspection. Thanks, Rock A 75 main jet is extremely too small for a 150cc. With all stock the main jet should be 100-104. That may be the problem. Maybe someone replace the carb but installed one for a 50cc instead of 150cc.

This may be a stupid question, but is the new tach adjustable? Maybe because it is meant for a motorcycle it is reading high for a scooter.

First question is about how you cleaned the carburetor. When you cleaned it, did you remove both the pilot and main jets to ensure no blocked. This is done by spraying carb cleaner through both and holding them up to the light to ensure no blockage.
Next question would be the cc of the scooter (50/150/250) and the size of the main jet. This number is usually stamped on the head of the jet.
From what you are describing the carb is performing well during idle. But once the carb transitions from the pilot jet to main jet maybe it's clogged or oversized. If it's wet as described probably oversized.
The engine size, jet size, and picture will help the process of getting the scooter operating properly.

A wet spark plug may indicate a problem.

I'm seeing people also use hydraulic jack oil for shock absorbers. Any one here use anything besides fork oil? This page shows there are a lot of similarities between fork oil and jack oil, and they say that fork oil is basically the same as SAE 10w, but is this true? The page looks like an old archived forum post. mgaguru.com/mgtech/suspensn/fs110.htmI'm also interested in whether substitution fluids work. I threw the idea out there hoping some the knowledgable guys would chime in.
