Safety wise, a scooter and a motorcycle are the same, I will say depending on the motorcycle it could even be safer than a chinese scooter, most people that crash is because lack of riding experience and/or over confidence, professional riding lessons can make riding a lot safer, riding responsibly and wearing safety gear can be as safe as driving a car. I have broken my tibia and fibula twice on a 150cc scooter, but I have never had an accident on my 250cc or 650cc motorcycles, the difference is that I was an untrained and overconfident rider when I crashes on the scooter.

Bad thing about them aside from the price, is the fact that they fail without notice, acid batteries fade gradually, so you notice it is going bad, lithium batteries don't.
