After some reflection it sounds like the type of faker who just wants you to stop asking questions and show up in a remote area cash in hand.
You insist on meeting those guys in the lobby of a police station that way the desk sarg can notorize the sale and transfer of title plus he will be carrying and have plenty of experience along with the facilities at hand for dealing with fakers.

A 350 2 Stroke fools a lot of people as they are pretty fast bikes more akin to the 650 to 750 4 Stroke bikes of their time.
This ones a bit too stripped down for me. I would prefer to have the front and rear fenders myself to keep the kick up of road debris down and the engine cleaner.

I am only 20 years older than it... Availability of parts would be a concern...or do these have enough of a "following" that parts are still around? I checked Honda Parts House and way too many standard maintenance parts are no longer available such as air filter, enrichner, carb diaphragm, float, variator, clutch, drive belt, etc. www.hondapartshouse.com/oemparts/l/hon/5053e04ef870021c54be04a0/1984-nh125-a-partsCould turn into a full time job sourcing just the maintenance items to keep it on the road.

They have a 20 year plan in much of Europe to eliminate internal combustion vehicles of any sort with Denmark I believe leading the pack with the most aggressive plans. China has just announced a "Blue Sky" initiative and will be getting more strict about air quality on all fronts too. India has already banned any new diesel registrations in their major cities too so its going to get interesting from that front. In some European cities if what your riding is not at least Euro 4 rated you have to leave it outside the city limits and rent a bicycle or take public transportation. Expect that to jump to Euro 5 shortly.
This is different though from Police check points looking for people riding bikes that are beyond their license tier.
Around here you see many bikes that have been modded to 80 or 100cc on Craigs List where the seller claims that they still have it titled as a 50cc so you won't need a license to ride it however if they started mobile dyno checks or that you pulled into an inspection station to verify engine output and displacement on a regular basis that would put a stop to that. The cheaters will certainly be howling about that but they really put it on themselves by cheating.

Is the bore out of round? I have seen this happen on an egg shaped bore on the worn side but its not very common and you should have been using a quite a bit of oil.
Did you put a good cross hatch on the cylinder with a hone before you put in the new rings?

Then its a blessing that it won't run.
You can very quickly ruin that new head if the exhaust gasket is missing and the connection is loose. On a cast iron head its not as critical but on an aluminum one you can end up melting and deforming the exhaust port without the header pipe firmly in place to take the heat.
The lack of back pressure from the exhaust will impact intake vacuum and jetting of the carb too making the bike run lean and hot.

The Aprilia version of the Suzuki 250 was capable of well over 150 mph.
That's why the tier is on CC's and HP. They even have mobile police dynamometer checks for riders deristricting or modifying their bikes to be over their license tier in some parts of Europe.
Imagine how people would howl here if they got pinched at a mobile police Dyno and had their bike picked up on the spot by the claw and dropped into a dumpster.

In Florida, as you well know, there is no requirement for insurance on motorcycles or scooters... However, if an 18-year-old male (my son) doesn't have the money to pay for car insurance, and doesn't own or drive a car, and still lives in your house, and the insurance company tries to add him to your car insurance because he 'is in your household", there are 3 options - he moves out, he turns in his license, or he gets scooter insurance - guess which my son did! $120/month or $70/year? Which would YOU choose? So, my son rides with Flo - and/or the "Box Guy"... And if he does drive you are still liable for anything his insurance does not cover even if the son/daughter is a legal adult as long as they live or even receive their mail at your street address more than a few weeks (possibly months) out of the year then you are liable even if your 100 years old and their 80. Gold diggers who hit people in the left turn lane on purpose to milk the system claiming the other person was not completely stopped and waiting take advantage of the automatic at fault when making a left turn and will clean out the max cap on the adult childs policy, then go after their parents policy capping it and then try to go after the parents savings or equity if the numbers are large enough to make it worth their while. You have to take photographs and get your own investigator out there right away as the police most times will start moving things about and corrupt the accident scene if there are no fatalities, life flights or such. The only way to be 100% safe from this is if your kids don't get their license to drive at all and move out as soon as they do get their drivers license. On motorcycle insurance not being required that is a misnomer to a degree as there are some "IF's" involved. Think Cinderella and the Evil Stepmother - "I didn't really say yes I said 'IF'...."

In Houstan they allow you to sell the remaining registration and plates with the bike? He says the tags are good and ready to ride. Maybe just poor choice of language and he is trying to let folks know that its still registered so it can be taken for a test ride. They do that here in Cali ,,,if there are months of registration still left they don't double charge,,,it's just the transfer fees and tax,,,which is unbelievable because the gang in sacramento is as greedy and careless with their budget as could possibly be imagined,,, Here you get a refund on the months left or transfer the registration to another vehicle when you sell and the purchaser has to get their own registration which they have to provide proof of insurance for or they will be denied. Here a seller who lets you ride off on their tags is sending you off on their insurance. If you cancel the insurance then you have to turn in the tags or they put out a bulletin on you and a hold on your license renewal. Cuts down on the number of unlicensed drivers/riders being able to get a hold of vehicles with valid tags on them since each owner has to qualify on their own merit and can't simply scan Craigs list for vehicles being sold with tags with several months left on them. This is all to crack down on uninsured vehicles and unlicensed drivers/riders. There are way too many of these across the country.

And why is this guy who's located in Okie-city advertising in KC when he won't ship or allow anyone except the Buyer Himself to get it? >'Kat Scarabeo 500, Atlantic 500, BV500 and Kymco 500 are all still available in the used market. The new tech 350's though are better values since they give similar performance while delivering 20 to 30 more MPG. That guy appears to love his Armor All and really gooped up the bike. At least he didn't grease up the seat with it. Once you start down the Armor All trail it really makes the plastics deteriorate faster afterwards.
