drop a female version of viagra in the tank, I hear good things.
look in the covers that cover the relays and fuses there maybe two horn fuses. You can pull the plastic covers off the relay and check it electrically. I skimmed did you check for power at the horn? Just because a relay clicks does not mean the no makes.

maybe check electronic timing and mechanical timing. I would run a tank of 87 and see if it gets better. Chinese 91 is about 86 here in the states.

Ah 5 months ago rebuilt , check your valves lately? You never get an a/f adjustment correct with misadjusted valves.

Dump the emissions and all vac and fuel hoses. Install new hoses. Adjust the valves see if it improves.

some rely on there scooters for transportation and is there only form of transportation. I have spent some time tinkering with stators and regulators. I have a few different types too.

I think you guys are spinning your wheels and waiting a long time. Slow boat from china while a scooter is down. You can get regulators here in the states. How cheap is this regulator coming by slow boat.
