Sounds like you need a valve adjustment more then a new carb, have you tried that yet if not i recommend doing that first before spending any money

Me myself after dealing with them and having issues with my parts being delivered on time with the right parts, i wouldn't take a chance spending a dollar much less there asking price for the scooter you can call them up and say look i know about your poor business practices and if they still have the scooter after that and you have no problem doing a charge back if your product is not delivered on that day and try to do the transaction through pay-pal

When you re routed the throttle cable, you might of loss some slack and it is not allowing the slide to fall all the way down. you can try to give the cable some slack by adjusting the nut by the throttle and at the carb leader on most scooters or you can try to re-route it again. Another thing to check if you have the 1 to 2 cable setup is at the box where the one cable goes in and two come out there is sleeves where the cable slip into and they could by stuck on the outside of the sleeve and not seated inside the sleeve

Cool, my opinion is if you want to go faster install a big bore kit but maybe a aftermarket variator might get that for you or some port work on the cylinder, some things to check is the condition of the roller and the belt if in bad condition might gain speed there for very little, also i am not to knowledgeable with this model the cdi could be restricted if so i would replace that first.
