The caliper on my thunder fifty is loose when brake isn't applied.i checked bolts everything seems tight.is this normal and safe and just something I'll have to ignore...?

It's a floating caliper should be no worries if the pads are in correctly and the bolts are tight

That usually means that the seals on the caliper guides are worn and possibly the guides themselves or the anti-rattle pad clips/springs (depending on the design) are loose or missing.
How old is the bike?

The bike I've had it about 4 mths and it was new out of the box.as far as I know it's supposed to be a2016 model
