I have a Delray 50cc scooter, it's having a hard time starting, when it is running can not turn it off by the key, or kill switch, when it dose go off, I have a hard time getting it to start, it has a new coil, coil wire, new stator, new CDI, new carburator,a new key switch all parts checked on working scooter all function wonderful, put back on the Delray, it just turns over acts like it would start, but after alot of throttle turning it finally starts and runs fine, but turn it off its hard to get started again.

Does the Delray 50 have an alarm? If the engine fires off on starting fluid . . that may indicate a fuel supply issue. No mention of checking valve clearance or cylinder compression?

Sounds like bad wiring harness. Replace it and see the difference instantly.

The fuel pump works fine it gets enough fuel, compression is within spec, also it's dose not instantly start with starting fluid, but when it's running it runs beautifully, valves has been adjusted to .004 also adjusted to 006 no difference

I'd also replace the petcock, because that can be a troublemaker and it only costs a few dollars. If that dont worj, and if you have the skill to do it, I would try pulling off the cylinder head and the cylinder and inspecting it. You might have something messing with the valves (maybe small bits of debris).

You say you fixed the "won't stop" issue, what did you fix?
