So ive looked at newer quantum tours and they have a digital dash. I was wondering if anyone knew where to get one at? mine has the regular speedo on it and i would like it to be the digital one. Does anyone know anything about them?

Benjamin, the Quantum scooters seem to come out of the factory with no rhyme or reason as to why one has a digital speedo, and others do not. Not the answer you were looking for, I know.
There is some discussion of this on a youtube channel. One guy, who got his Quantum from the same vendor me -- had an analog gauge package, whereas mine has the digital cluster. He had ordered his like a month before I ordered mine. Both probably shipped out of Tao Tao's Texas warehouse.
I was figuring mine would come with the analog gauges, so tried to research where I could purchase a digital cluster, but came up with nothing. When mine arrived with the digital gauges I was presently surprised.
The digital cluster apparently has a number of features, but I cannot find any instructions on how to program the varios doo-dads. By trial and error, I've been able to reset the trip odometer, the clock, and set it to MPH versus KPH.
Sorry I couldn't be of more help.

Is there any part number or model number anywhere on the cluster? If there is, try Google using that number and keywords such as manual, technical specs, service manual, etc. You could also try emailing support@taotao.us or calling their tech support number 1-855-675-2626. The only digital cluster I saw on the parts site linked to from TaoTao's site is listed for an ATV: www.eagleatvparts.com/product_info.php?cPath=73&products_id=92336

I have wondered this same thing myself. The dealer told me it would NOT have digital gauges, but lo 'n behold it did. This, after I convinced myself it would be an expensive part to replace if it quit, and that analogs would probably hold up better.
