Which fitting, top or bottom does fuel line connect to?

Fuel line connects to the top. Bottom is for a vacuum line.

Petcock is located beneath gas tank on 50cc 4 stroke gmw.
The vacumn line also connects to petcock.

Yes vacuum line also connects to the petcock. It is vacuum operated to pump the fuel to the carb.

And it looks pretty old, might be time for a replacement. They tend to fail. A replacement might save you some headaches down the road.
