I'll say this again . you can plug the choke ports. you can do a temporary job until u get another one. Even if its cold it won't be that bad . all the choke does is let's in more fuel until it gets warmed up and cuts the fuel off. All you will have to do is give the scoot extra throttle at warmup . after it warms up it will be fine.

I already plugged the choke hole. I put the old one back in and put the screw in it. There's no needle but it keeps air out

If not , its not going to help anything. When the choke warms up it pushes the needle into the port, closing off the fuel . so if you didn't plug the hole that the needle goes into , you will have extra fuel entering the carb at all times.
