gy6 150cc chinese scoot, less than 1000 miles on engine
Idle is great and runs great at light throttle but at 1/2 and up and especially WOT it feels weak and may sputter (you can both hear and feel the sputter, like a misfire), power is down too, not bogging just not quite as strong as usual. I read this is classic over rich condition but unsure.
problem is that this is intermittent. It runs great for a couple months then craps out like this for a few days, the problem always seems to fix itself, and I forget about it for a while until it happens again.
there is no rhyme or reason (not related to fuel level, weather or anything else I can figure). But its happening now so just wondering what could cause intermittent running like its rich, or maybe hints on what the problem might be if not actually running rich.

Maybe a slight vacuum leak. Are the intake manifold nuts tight?
JerryS has a neat trick to find vac leaks: clean & dry engine; sprinkle a SMALL dusting of flower, ride, check for leaks.

Could be but vac leaks tend to be more consistent. They usually won't disappear for a month or so. Same with fuel delivery problems. However, electrical components can run OK for a while and then malfunction and back to OK until they fail completely. Electrical components can also run OK until hot and then malfunction. I'd check your connections from the stator to CDI and CDI to coil. Check your CDI ground too. Also look at your sparkplug boot for connection and your plug. If it is indeed rich as you mentioned the plug will be very dark or black. I had a 150 do exactly what yours is doing and it was the ignition coil. I know part swapping is frowned on by some but parts are cheap. I keep a CDI, coil, trigger coil, and plug around for swapping. They have saved me a wealth of time.

Just out of curiosity, what style of scooter do you have? Do you have a gas tank in your floorboard or under your seat?

It is a ruckus clone, tank is in the floorboard so fuel is pumped.
Good suggestions with the ignition parts, I will pull the plug first and check but if it looks good, and connections are all good, I may as well just buy new ignition parts, I checked prices and was shocked how cheap they are.

it's fixed (maybe?) and runs great now. I was so convinced it was fuel. I had a fuel problem last summer and thought it was just more of that.
I went and looked at all those connections, unplugged and replugged everything, the coil mount was loose on the frame (it does not get ground there does it?) and tightened. Then I pulled the plug and it looked a perfect golden brown color. However the plug was pretty loose, could that have been the problem all along?
However being an intermittent problem its possible that my messing around didn't do anything, time will tell.

A tight connection is important because heat conduction out of the plug is thru the connection to the crankcase. So a loose plug will often overheat - especially under load. But might also be just a loose conneciton of one of the coil wires.

I had a similar problem last year, and like you spent several days attempting to track down a fuel issue. For me, it was the spark plug boot. I had installed one of those orange "performance" coil/boots, and it became loose on the plug. I put the stock coil/boot back on, and haven't had any issues since. I do not recommend those "performance" coil/boots, there have been a few threads in the forums about them being worthless (resistance too high, issues like mine, etc).

Same here , I had a problem over the summer with my spark plug boot . after running at wot the boot would vibrate loose and start to hesitate. I would have to pull over and push the plug back on . a new NGK boot fixed the problem.

I haven't had any problems with my orange "performance" coil and boot, it actually has a better hold than the factory boot/coil. I do however have a factory coil and boot strapped in to my frame so I can switch them out on the road if I suddenly do have an issue. I also carry an extra CDI now and a couple spark plugs. Small things that can be put in a bag or box under the seat, or in my case strapped in for easy swapping, they can save your butt in a jam.
