I ordered some LED light strips on ebay. Here they are: www.ebay.com/itm/160806860613How do I go about hooking these up? Can I wire all the red and black wires together then hook them up to a switch and a fuse that runs to the battery?

Yes, black is your ground and red is you 12vs. You can also hook them up to your stop lights, running lights turn signals etc. They do not have to be hooked up separate by them selves.

Yes.
You are getting 12 volt strips, so all you need do is connect the red wires to +12v and the black wires to ground (or -12v). They can all be twisted together into a single bundle for +12v and another single bundle for -12V.
A switch etween battery +12v and the red bundle is a good idea if you do NOT want the lights on at all times the scooter is running. By this I presume you will be wiring NOT directly to the + battery terminal but instead to a wire that goes positive when you turn the key on. Personally, I'd just wire to an ignition switched wire so you don't have to worry about it. But a switch does no harm and does give you a little more control (such as to turn off under some circumstances).

Well, I want to be able to show them off without having to start the engine, haha. But being able to turn them off and on, while riding, will be a factor of how I hook it up. I want to be able to turn them off during the day, or possibly when I just don't want to have them on for some reason. I cannot think of any reason I wouldn't want them on, besides daytime use is pointless, but I like to have the option and control over specific components that may be unnecessary at times.

What about if I want to setup the LED strips so they stay dim while driving and light up when I stop? How would I go abotu that? Hook them up to one of those blinkers, or hook them up to the running brake light?
