Hmm... So I covered the hole with duct tape so I could get to the store real quick, the scoot wouldn't start. I uncovered the hole, the scoot started... I'm guessing the vent hose isn't big enough? Once I got the scooter running I covered the hole back up and it seemed to lose rpm verrrry slightly, not noticeable to most people but I know the way my engine sounds and it sounded slightly slower when covering the hole with tape.

So ..... temporaerily remove the vent hose and see if it runs OK ... then start putting the vent back on, a piece at a time, till you isolate the source of the trouble?
Maybe you have the check valve in backwards.

How is the vent hose ran ? If I'm not mistaken u had to do something to it recently. Your vent hose isn't running into the tank and under the gas level is it ? If so it won't vent right. .

Gas tank has been patched with jb weld, waterweld, letting it set overnight.
I found there's no oil, I think the scooter starting when I pulled the tape off was just a coincidence. No oil, no start, right?

No oil, no start, right? Or am I wrong? I can't find any info on if a scooter will start without oil and this is getting irritating googling for hours...

All I know is I am not supposed to run the engine without oil, I just want to start it to make sure the fuel tank was installed properly but it won't start and there's no oil and I want to make sure it's just cuz there is no oil so I don't go out buying tons more crap for no reason. I have very limited funds so I cannot afford to buy things I don't need anyways.

If you have been running the starter with zero oil, you may have already done serious damage. The main bearings are intended to "slip" because of a thin layer of oil. Without the oil the bearings experience metal-on-metal contact and exceptional wear. Be GLAD the scooter didn't start, because that surely would have seized the engine.
But why didn't you just add some oil when you discovered it had none? Takes only about 1/2 quart .....

It will start with no oil,,there is no low oil shutoff switch on the GY6 as far as I know,,it wont run for long before it seizes up...one of the reasons we use assembly oil when building a motor is to avoid dry start up.The oil fills the tight tolerances in the motor it will act like a cushion and with no oil its metal to metal like mentioned above...
I have welded leaky gas tanks but you MUST fill them with water first to the TOP then drain,so all the fumes are out..then proceed to weld carefully...the metal is so thin even the lowest setting on welder will blow through if your not careful.

I didn't have any oil, but I haven't tried to start it since I discovered there was no oil. I tried to start the scoot up before working on the gas tank, tried uncovering the tank to start it and everything and it made no difference. I tried a brand new spark plug and it made little difference. Then I checked the oil and saw there was none. I tipped the scooter to see if maybe there was a tiny bit but nope. After I discovered there was no oil I stopped trying to see why it wouldn't start and moved on to repair the gas tank.
The gas tank seems good now. The jb weld waterweld feels rock solid. I cleaned and sanded the area around the hole. Then, like the instructions on the jb weld say, I cut a tiny piece of jb weld off, rolled it around and squeezed it till it was a solid shade, then smushed it onto the hole. It looks like an off white colored rock attached to my tank now, and off white is what the waterweld says it is when it is done.
I also replaced the fuel pump on the bottom of the tank with a new one.

No oil ! . how long do u think its been like that ? U may be setting yourself up for some serious issues down the road , and it might not be to long of a road .

Probably low (<120psi).
If so, squirt a little bit of oil down into where the spark plug screws in (which must be removed, and the throttle full open, to accurately check compression). Check again.
If the compression reading rises significantly (up 20 to 50psi), your rings are bad. Just get a new piston/jug/ring/gudgeon pin set (about $50-$75, incl shipping) and start again.

Should not be using oil. Something is very wrong. Did you check compression (AFTER adding some oil)? No compression gauge. I'm assuming oil consumption is due to compression rings on the piston having a gap that lets oil by. The gaps are not correct gap sizes, larger than they should be by 0.002

Compression rings don't handle oil; only compression. The oil ring set handles oil.
