Take the speedo cable off and clean it out and make sure there are no sharp bends going to the back of the instrument panel. Alleyoop

I have this scoot. Had the same speedo problem. When i pulled front wheel off to look at the speedo gear, the tabs that catch the speedo gearing were bent in.
I just used a flat head screwdriver and bent the tabs back out. Careful when installing or you will bend the tabs back in when you tighten the axle nut.

I did not take a pic when I fixed the speedo. It's a single bolt to loosen on the front wheel and if you have the tool kit the wrench is there.

You normally do not have to take the wheel off to check and or replace the speedo cable and or check if it is grabbing the male piece inside the speedo. The end of the cable usually have a female prong that fits inside the speedo hub which is turned by the gear. Here is mine all I need is a Philips screwdriver and take the screw out and pull the cable out. By the instrument panel they screw onto the speedo. Alleyoop

My issue was not the cable but the circular, tabbed plate that spins with the wheel and engaged the speedo gear that the cable plugged into. The axle needs to slide out to take this plate out. If it is installed incorrectly, tightening the axle nut bends the tabs so they don't engage the speedo gearing. You see slight movement on the odometer from the slight friction the tabs generate from sliding against the speedo gearing. If the speedo cable turns on both ends and is good then this plate on the axle must be bent.
