Ok, It's probably something stupid I'm overlooking but *sigh* here we go.
Put a new 30mm carb on and after 2 days of tinkering here and there I can't get it to fire. Then today I come to the realization that for some reason gas is not getting into the carb at all. I've changed my jets a few times thinking that was the issue but it seemed odd to me that non of the times did I have to drain the fuel from the float bowls. *scratches head* so today I decided to double check the plunger needle thing and low and behold it was bone dry and didn't smell of fuel at all. A visual inspection of the fuel line inlet doesn't show any blockages, least non that I can see. I pulled the fuel line from the pump and turned the engine over to confirm that the pump was indeed pumping fuel.
So my next step is to pull the carb apart and do a basic cleaning, blasting out all the nooks and crannies. Tho this is a brand spankin new carb and should NOT have any junk in it. Any other ideas or any input on what I need to check would be greatly appreciated. I've had it apart a few times to swap out the main jet and know the float bowls are working.
I'm bout to start fixin this thing with a hammer!

PUT DOWN THE HAMMER AND STEP AWAY FROM THE SCOOTER!
OK - do an end-to-end check for fuel flow.
Remove the carb, flip it upside down but leave the fuel lines attached.
Remove the cover of the bowl. Now - either remove the floats (GENTLE - IF YOU BEND THE TAB YOU WILL MESS UP THE FUEL LEVEL IN THE BOWL) or simply GENTLY prop them up a bit so the tab is not pushing down on the needle valve. Again - don't bend anything - just a little propping up should do the trick.
Run the engine --- might take a bit before fuel gets through the pump and into the carb. But it SHOULD come squirting past the needle valve. If so you have fuel all the way to the carb.
if not, remove the floats (gentle) and also the needle valve. You now have an open line all the way back to the tank. Run engine. Fule should come squirting out.

But I like my hammer. Thanks that's my plan for tomorrow.

Just open the drain hose on the bottom of the carb put it in a cup to catch any fuel that is in the bowl, now crank the motor over and fuel should keep on coming out as long as you are cranking. If nothing comes out you either have a plugged fuel inlet on the carb or no fuel is reaching carb. To check if fuel is reaching the carb, take the fuel hose off the carb and put it in a cup and crank it fuel should stream out. Alleyoop

Thanks guys, I've already confirmed fuel is at least getting "to" the carb, now I have to figure out why it's not getting into the carb. Will test tomorrow and let y'all know

Well today was a little more successful. Pulled the carb off and again verified no fuel was getting into the carb. Pulled everything apart and put it back together again..stuck it in and voila! it runs. I have no clue what the problem was or what changed to fix it...I guess I'll just toss this one up to the scooter gods messing with my emotions. Now I have some tuning to do.

I dunno. I pulled the needle and diaphragm out thrice before even making this thread..thinking that the diaphragm may not be seated right... And it still wasn't getting fuel. rcq92130 What main jet did you end up going with?

No, not THAT needle - I was speaking about the FUEL needle VALVE (the valve the floats push on when the bowl gets filled with gas, cutting off the flow of fuel into the bowl). If that is stuck you will have fuel pressure right at the entrance to the carb, yet no gas inside the carb.
The floats have a tab between them right over where the needle valve is. The needle has a wire loop on the top (when the carb is upside down) that must fit OVER the tab in the float. If you had the tap ON TOP of the wire loop it might have pushed down on the needle even though gas was not lifting the floats --- which would explain your problem.
I have a 35 main in right now, but have not finished tuning. However, with the 35 it is running quite decently - no popping, no bogging up to 50+ MPH (have not gone faster during break in).

Ah, no that all looked ok also. It could have been stuck somehow and me playing with the floats somehow dislodged it. But nothing I can tell did anything as I couldn't look and tell what was wrong....or at least I didn't see what was wrong. Running like a banshee with a 120 main at WOT. It stumbles a bit when going from idle to WOT so either I have too much pilot jet or it's just too much carb for my motor ATM. I tried adjusting the air fuel mix screw and no luck. Wish I had multiple pilots to try but oh well. I'm going to just pull it and stick the old one back on for now. I bought this carb because I know I can make use of it sooner or later, I was just hoping I could detune it enough for it to at least halfars function for the next few weeks.
Thanks for all the help guys

Is there a small screw on the bottom of carb. If so losen it just a little then turn the motor over to see if gas leaks out.if so that will tell you gas is in the bowl of the carb but not flowing threw to run the scoot.you may of just got a bad carb.

anyway...
