The part you are showing with red arrow should ONLY move up when the motor is running and the RPM is going up from twisting the throttle.It works off vacuum from the motor.With the motor OFF the slide will not move by twisting the throttle.

ok, but my engine can't pick up rpm to check on that. for now i will do the check for vacuum leak and later the valves

Ok here is the update.
Issue no.1
I gave it another try today, i removed the filter and covered the carb intake so that less air would go in, it starts up a lot easier when i do this. also when i cover the carb intake the engine is able to accelerate and pick up rpm, It runs a lot better when i cover the carb intake.
so for the 1st issue what do i need to do? whats the problem?
Issue no. 2
However another problem appeared, when the engine picks up rpm while covering the carb intake as soon as I release the throttle the engine dies slowly. So i checked the slide with the needle
The slide with the needle was stack, i tried moving it with my hand but it didn't move, i then inserted a screw driver and applied some force but still nothing. I then applied some WD40 and it started moving. I opened up the carb cleared everything, now its moving good.
Issue no.3
after cleaning the carb the engine doesn't die when i stop accelerating. therefore now the engine seems to run properly.....it picks up rpm and when i release the throttle its still running fine, but all this while i am covering the carb intake.
However after running it off the ground for a couple of minutes, lots of oil and white smoke is coming from the exhaust. how do i solve this?is it the piston o ring?

Covering the carb to 'choke' it (btw, do you still have the electric choke installed in the carb?) restricts it's available air flow. If it runs better like this, it's likely either still not getting enough gas or way too much air. You really should be doing all this with the air box and filter installed to try to have things at its normal baseline when you tinker. Some scoots run poorly just from removing the airbox. It's safe to assume the A/F screw on the carb has been fooled with, getting this tuned at idle is very important for your 'baseline' as well. Alleyoop has a very detailed procedure to set this right.
Bad piston rings will definitely burn some oil. I would do a compression check to see what you've got before anything else. If it's low, I'd pull the top end off to have a good look at everything. Good news is, replacement engine parts (even good ones) are cheap if you want to go that deep.
Does the smoke seem to be clearing up as you run it?

Yes the electric choke is on but not connected, its messed up. I will try running it with the filter on.
How can i do a compression test?
No, if i keep running the smoke increases.
I will open up the engine today to have a look.

So the slide was stuck,a motor will never run right unless it has an air filter/box on the carb or is jetted for the proper amount of fuel to match the air intake..white smoke could be valve seats also,,i would put an air filter on it and run it for a few miles,,it might clear up,,if not make sure there isn't any oil leaking onto the exhaust causing the smoke.If no oil leaks you could have engine issues.Did you over fill the oil?
HF has a good compression tester you can buy,if the kickstart is hard to push down by hand the compression is probably good.Since it was running I bet your piston/rings/cylinder is good,,your problem might be in the head??

I opened up the cylinder head, the middle piston ring was stack closed inside the piston, there is also some wear on the piston as well as the cylinder....i decided to buy a Big bore kit but i do not know which one to buy. i have the GY6 150CC ENGINE 157QMJ 57.4mm.......how do i know which big bore kit fits my engine?
i see there are kits ranging from
57.4mm 58.5mm 60mm and so on
will these fit my engine?
