I am not sure I understand your question but on the average scooter with a Variator and clutch yes the back wheel should freely turn weather or not the engine is running. Think about it, if it didn't how would you cost to a stop? Also what if it stalled on the road, how would you push it?
If this is a bike with a manual transmission and the bike is in gear, pushing it would be problematic I think.

when i put it on a center stand engine is running/on the rear wheel is continuously rotating its a 2 stroke scooter.i just noticed that before it is not rotating unless i twist/accelerate it will run/rotate and i just observed that if i brake the rear brake and hold for 10 sec the engine die and when you move the scoot backward for about 3 feet the engine die too..

That means something is wrong in your CVT, either the Variator or the Clutch. Take a picture or VIDEO of it on the center stand with motor running OF THE CVT so we can see the Variator and Clutch.
DID you change anything in the CVT did you change the belt or change the weights in the Variator? Alleyoop

Well you changed something how else would you know it has 9 gram weights. So take the CVT cover off and take a picture of it without the motor running so I can see the variator belt and clutch. Something is wrong in there. ALleyoop

Ah, so the cable came out and was pulling the slide up causing it to idle high. Yes get a new cable. Also to load a VIDEO when you go to TINY PIC you have to CLICK ON VIDEO it loaded it up as a picture. Alleyoop
