You guys were right! When I set the tach to 1.0/hi/fast the idle went from 1500 to 3000
So it starts to stall around 2000

Good catch by GEH3333 on both fronts, IDLE AND TACH registering wrong, I was not paying attention to the sound of the idle that it may be to high, I was just going by the tach, MY BAD. But I always say more heads are better than one. GREAT!! So now you will have to adjust the VALVES, set them both to .004 inchs YOU DO have a feelers gauge right? And the feeler gauge should be marked .004. Line up the Cam Sprocket like this and set them both. Then grab the Variator and turn it over by hand a couple of times and then line it sprocket up again and TRY TO INSERT the .005 feeler gauge it should not go in only the .004 feeler gauge to make sure before you put the valve cover back on. Then start it up and RE-ADJUST the carb to get the highest IDLE after it has idled for at least 5 minutes.

I actually set the top to 004 and the bottom to 005 this morning but I will recheck them. How long does it have to cool before I check them?

I just checked them and the bottom was too tight again. I set it to 004, turned the variator and its back to being too tight!
Adjusted it again, this time seemed ok....and now.....I'm idling at 1500!!!!!!!!!!!

I noticed that the back wheel is spinning at start with the new springs so I pulled them and put the old springs back on....now the back wheel starts spinning at around 2200-2300.
It's also starting to run badly at low rpm again so I think that valve is back to be too tight

I would just leave the old springs in there,,thats about where you want the wheel to start spinning,,mine starts at about 2400-2500...any more than that and your rear pulley might be going deep into first gear before the wheel even spins..lol

Thats making alot of racket..are you sure the air/fuel mixture is tuned correctly? I didn't have time to read the whole thread its pretty long..lol..did you ever have the bowl off the carb,,make sure the pilot jet is not coming loose or fell off...does it take fuel,,whats it sound like when you give it full throttle?

About a week or so ago I took the bowl off and measured the float, it was correctly set.

I got the jets out. They looked clean, I could see light through them.
I put it back together and back on the bike. Right now it's stalling at anything less than 3000 rpms.

Maybe its sucking air in from somewhere,,also it might be loosing spark or getting weak spark with higher rpm,,did you check all your electrical components for proper values and operation like pulse coil,coil pack,and all wires?
The jets have holes on the side that you cant see unless you take them out,,since its new I doubt they are plugged but you never know...at least you will know all about gy6 scoots when your done with this one..lol

I checked the side holes in the jets. They look ok. I also pulled all the emissions off and replaced the couple of vac lines that were left. I replaced the spark plug a couple of weeks ago, but I guess it's worth pulling it out again in case the way the engine has been running effected it.
I'm not sure how to check the other electrical stuff.
I'm going to recheck the valves in the morning after it sits over night.

Yes recheck the valves and check to see if the lock nut is not loose on the adjuster, make sure you give it a good nice and tight DO NOT CRANK on it though just nice and tight.
After you adjust the valves in the morning which the motor will be nice and cold, It should idle high maybe around 2000 or so, IF it starts to idle to high say around 2500-3000 lower the idle down USING the IDLE SPEEDS crew to around 1900-2000 and the IDLE SHOULD DROP down once the ENRICHER heats up in about 3-4 minutes of idleing .
THEN ADJUST THE FUEL RATIO MIXTURE to get the highest IDLE (LEAVE THE IDLE SPEED SCREW ALONE AT THIS TIME). THEN after you have gotten the HIGHEST IDLE out of the FUEL RATIO MIXTURE if the idle is to high lower the IDLE USING the IDLE SPEED SCREW to anywhere from 1500-1800 WHEREVER IT IDLES THE BEST. My Motor likes the idle around 1600-1650 or so. NO LOWER then 1500 ok and I am sure all will be fine maybe just fine tuning on the FUEL RATIO MIXTURE. Alleyoop
