I have a Genuine buddy 50cc scooter that will not start after sitting all winter. I have clean the carburetor, replace the fuel filter, clean the spark plug, and even got a new battery. It's still will not start. It will crank but will not catch.
I've checked that the battery terminals are connected.
What could possibly be wrong?

Is the killswitch on the run position? If it is then check to make sure the Plug is firing. Take a spark plug if you have one and ground it to the motor and see if it is firing. Alleyoop

Okay, thanks I'll try that. When I turn the ignition on, I see a oil level low light come on. This is a two stroke, and could low oil cause the Scooter not to start?

If there is still oil in the tank no, but at least fill it up, you do not want to run out of oil otherwise you will have a seized motor. But do check if the plug is firing And Don't forget HOLD it on the motor NOT THE FRAME. It has to spark on the motor.
The other thing before you check for spark Crank it over a few times and then take the plug out to check for spark. Look at the plug see if it is WET OR DRY.
IF the plug is WET the plug is not firing IF it is dry NO FUEL is being sucked into the intake. Very telling on what the problem can be. Alleyoop

What if the plug is wet when I pull it out, and it fires when I put it to the engine block...?? 🤔 I am having a doozy with this buddy 50.
