State of IL can turn a good citizen into a hardened criminal. If you get to many parking tickets, your drivers license can be suspended. If you neglect to pay your childsupport, your drivers license can be suspended. So it is not like most States, where you must be doing something wrong with your drivers license to be under threat of loosing priveledges. A guy I met in IL, name Brad, had some children and got behind in childsupport. Brad had his drivers license suppended. This made it difficult on him to secure jobs, because he could not drive to and from work. He signed up for food assistance. He finally found work, about 3 miles from his home. He decided on cold days to drive back and forth to work. Well, he eventually got stopped for improper display of a license plate. Brad when asked by a police officer, Whats your name? Brad answered, Gave his brothers name. The Officer recognized him and said, No, that is wrong. So the cop preseded to place him under arrest. Instead of just Driving under suspension and Improper Display of Plates- now Brad had two more charges. Lieing to a Officer and Obstruction of Justice. Lie to a Officer carries 3 to 6 years in jail, Obstruction of Justice carries 1 to 3 years in jail and a $25,000 fine. So now it is more than a petty crime of driving under suspension and possibly prison time. Brad now spent one night in jail and had a $3000 bond- $300 to get out, court fees, lawyer fees, ect.. Still might do prison time too.
In CA and MO it is legal to ride on a permit. You must ride with no passengers and ride in daylight hours. In IL you can get a permit but you must find a licensed rider over 21 to ride with. Meaning a permit does not allow one to ride still and learn his own motorcycle. That sounds half backwards. It has these stipulations to purposely get good citizens into trouble. Say I have a IL permit to ride a motorcycle. Know a nieghbor whom agrees to ride with me. Well, if the neighbor takes off on a road faster than 35 mph, well I can't follow, or I break the law. If he gets angry at me, well he can ride off on a highway, I thus am stranded and if I ride home, I break the law. The laws are to make a good citizen and criminal.
I inquired about IL motorcycle laws from the Attorney General. He told me, you must get a permit and find someone to ride with. That if I could not find someone to ride with, than I must put it in the back of my pickup and try for a IL motorcycle license, by driving my truck to the license bureau unloading motorcycle, take test. That was the stupidest suggestion I have ever heard of. If I wasn't from MO. I would not even have the practice time on my bike to take the test. If I had just bought the bike in IL, no practice time would be crazy.

It's like the frog in the pan of water, who doesn't realize he's being boiled for dinner as the water gets hotter and hotter... LO not so L. The Chicago political machine, fostered under "Big Jim Thompson" in the bootleg era is STILL alive and well. And is now haunting Washington.
So... I've been happily living in Texas now for nearly 40 years. Been here so long I'm accepted as an adopted Red-Neck... PRO-business, ANTI-B.S. common-sense is the mentality. None of this "make laws you can't obey and then punish you" stuff... NO state income tax. NO unconstitutional laws shoved down your throat. NO persecution of citizens defending themselves... And NO below-zero winters.
With a full one-third of the nation's power-grid in Texas AND the right to secede from the union, it's pretty sweet. Texas is not perfect by a long shot, but it's just a little bit (make that a WHOLE LOT) closer than some other places, to what our founding fathers had in mind when they wrote the Constitution. It's 180 degrees opposite from "Camelot" and I thank God it's staying that way!
I don't mean to knock anybody's home state, we all have our favorite places. But Texas and Illinois are as opposite as night and day. And depending on how far "right" or "left" you are, you'll either love, or hate either one. Personally, "I love the smell of oil, longhorns and FREEDOM in the morning..." LOL!

We have the same stupid rule where you have to ride with someone while learning, must display "L" plates... Not everyone has the $70 per hour to pay for lessons every time they want to practice... I know I haven't! The amount of times I have "illegally" ridden without an escort to get some practice in is ludicrous! Luckily the penalty over here for "Riding out of class" is only a $50 fine and 2 demerits, but only if you hold a full license of another class. If not, the bike is impounded for 28 days. Trying to get a test in at the moment is almost impossible, so the amount of learners riding illegally is probably fairly high. That said, though, the penalty is small enough that it is worth taking the risk, and a very small chance you would be caught.

Wait a second, a guy has some kids and for whatever reason is divorced and is mandated to and agrees to pay child support. He decides not to pay the full amount or skips some payments (cause kids don't need things on a regular basis right?) and then loses his license (which I'm sure was stated as a possibility at some point to him). Then he drives illegally because an hour walk (God forbid he should get a bicycle and pedal it in 15 minutes) in the cold is too much to ask to make sure his obligations are covered. Then instead of being a man and admitting he was wrong he drags his poor brother into it and lies to the officer. I'm having a real hard time feeling sorry for anybody but his kids and brother. Not sure how the laws there are the problem sounds like the guy has made some bad choices in life and he's paying for them. That type of behavior should certainly not be rewarded...

Now a car is different they do require a permit for the unlicensed driver to have someone with a license that knows how to drive(makes sense don't you think).
For a scooter, motorcycle or trike here in Illinois if you can't pass the tests you don't deserve to be driving one or own one. You can get the layout of the test and practice in a parking lot no biggie, you can use a bicycle to practice if you really have to. I do recommend going with any small 2 wheeler and not a motorcycle you will pass the test in a flash. Now a car is different they do require a permit for the unlicensed driver to have someone with a license that knows how to drive(makes sense don't you think).
It is an easy driving test, It is about 100 by 100 marked square for testing. If its a 2 wheeler you first have to zig zag around 3 cones then you go around the square staying in a lane around the square which is about 4 feet wide. Then you go to one end of the square and from a standstill you crank and hit some markers and hit the brakes and you have to stop with a marked area(within seconds they time you). Then again you go back to the starting point again but this time when you reach that line you have to go LEFT or RIGHT up to you and come back and stop in the square again(simulating someone all of a sudden stopped in front of you and you avoided running into the object) and your done.
For a Trike they take out the middle CONE and you don't even have to go around the lane around the square because a trike cannot make the sharp turns around the corners and the wheels will always go outside the lane.
But first of course you have to pass the Written TEST(HAHA). So if your not to bright you won't get to the driving part of the test. Have a good day Alleyoop

I'm just having a very hard time understanding these two statements?
I briefly looked into the Illinois state laws who are made by people who are voted for by the people who live there like some fellow once said ( of the people, by the people and for the people) and I couldn't find one place where it says that the state makes anyone a criminal?
So let's just simplify this by two words, "good citizen".
Good citizen = people who obey the law and don't worry about losing their drivers license.
There's always another option, .......move.

I'm sure they haven't lost any sleep over it along with the good citizens that obey the law.
Some think taking your drivers license because "you" didn't pay your support for the kids "you" helped bring into the world is harsh? In my state they don't bother with that, they just lock you up that's why I always paid mine. I haven't figured out yet how to make a living in jail.

Yeah, Texas is NASTY on child-support... AND speeding in school-zones. Every state has it's fetishes. You can drive 20 mph or more over the limit, anywhere EXCEPT school-zones. Those are "zero-tolerance" sacred cows.
In all honesty, the capricious taxes, and laws concerning personal liberty really were the reasons I finally left Illinois. A good example was the gun-laws back in the seventies. I understand now that Illinois FINALLY figured out that honest citizens licensed to carry firearms REDUCES violent crime. But back then, you couldn't even own a handgun in Chicago.
A lady I worked with in advertising had been assaulted, beaten and raped 5 times in 7 years. (And NO, she never was "asking for it"...). In desperation, she went to the suburbs and bought a Colt .357 Python, and kept it in her purse. Sure enough, she once again got attacked and even let the miscreant stab her twice before shooting him.
He lived, and got sentenced to 2 years (suspended!!!!) for attempted rape, and aggravated assault. She received 20 years without parole for illegal carry of a handgun. (She had a spotless record before that.) Some 12 years into her sentence, she committed suicide in prison.
That kind of garbage was rampant, and is exactly why some people say laws make decent citizens into criminals. Some readers will violently disagree, some will totally agree... I suppose I'll get plenty of flack for my views here, but everyone is entitled to their own opinions. Including me, thank you... After decades of dealing with the political crap and biased laws, that lady's tragic story was the last straw, and I bid the Land of Lincoln goodbye. I've never regretted it.
Now, today, because Illinois wouldn't run proper background checks on "favored" candidates running for high office, the Chicago "machine" is dictating in Washington, the most unconstitutional mandates in America's long history.
A great many Americans today favor socialism, and welcome the government running their lives. That is a fact, proven by the poles on election day. Illinois simply was ahead of its time in the seventies. My family is comprised of traditional, constitutional, old-school Americans who find Texas to be closer to our dream (which is definitely NOT "Camelot") than some other places.
Before I get a load of nasty replies, PLEASE consider the fact that I respect the rights of all Americans to believe the way they wish. Both my Wife and I served in the military, so maybe, just maybe, YOU wouldn't have to. We served, to protect your right to totally disagree with us.
Anyway, liberal or conservative, black, white, red or green... whatever state you live in (including the "state of confusion"... LOL!) ride safe!
