I bought this scooter Yesterday from craigslist, great condition, rode it for around 2 hours and found 0 problems, today I was installing a cigarette lighter in the glove box to charge my phone, i was dumb and didn't test that it worked before i put the lower panel back on, and when it ended up not working i pulled the wire/fuse out around the front wheel to work on it, and I'm guessing I pulled the electronic ignition loose, or something of that sort. All the power works, it just wont click or anything to try to start. Could this be the problem, and how much work would it be to look at the ignition?

Little clarification, which wire with a fuse on it did you pull off? Also what motor does the scoot have a Vertical HELIX motor or the HORIZONTIAL LINHAI motor? If you know it is a 257cc then it is the LINHAI motor which has a fuse box did you pull one of those fuses out of the fuse box or some other fuse.. Alleyoop

The inline fuse that I had for the cigarette lighter, not any that was in the scooter prior. Also I have yet to see any fuses besides the 15 amp that is right by the battery all by itself. And yes, after looking at everything I know it is the Linhai motor.

Well I made a mistake the HELIX has a fuse box under the seat, and has a 15amp Blade type fuse coming off the battery. Here is a picture with the seat up: Alleyoop

Tap, well that is hard to tell but the way carb is attached it sure looks like a LINHAI Horizontial motor. Find your SOLENOID and see if it has a fuse built into it and if it does it will be a 20a fuse which may be blown. Alleyoop

My scooter at the momentOnly thing i could find with a 20 amp fuseFuse was fine, and there was an extra, switched them out and tried it out just for the of it, didnt work. Ive checked just about every wired connection to make sure they were all secure and I still have had no luck. I read a warning sticker by the starter that says if you try to start it with the kill switch the wrong way it could damage it, i dont remember doing that, but could that have been the problem if i accidently did?

Seems I have found the problem, wish i had found the thread before taking my scooter all apart. Touching the solenoid connections made it turn over like a charm, so it should probably just be the yellow start button/trigger, or whatever it is called. So until i go get the part ill just use a screwdriver to start it!

No trying to start it with the kill switch off will not damage anything it will not start is all it does. Now maybe the kill switch is cutting off the juice so I would maybe rock it back and forth a few times maybe it is not allowing the voltage to flow.
So what works when you turn on the key, do the instrument gauges work, lights, horn, when you squeeze the brakes do the stoplights come on.
We were typing at the same time , BUT If may not be the start button it could be the SOLENOID itself that is bad.
When you SQUEEZR the Brakes do your stop lights come on that is very important because the brake switch sends the voltage to the solenoids contacts inside, then when you PUSH the start button it grounds the SOLENOID and it then allows the battery voltage to go to your starter. Alleyoop

The 07 JCL 250A has the linhai, I own one. The system is simple, 20A fuse feeds power to the entire system, if it is out the scooter will not make a sound.
You mentioned the 15A fuse by the battery but you didn't mention that you checked it, if it's out no start, brake lights, horn, etc. Do you still have and try to use the remote start? If so this can be a problem.. The scooter will start with a good 20A fuse and the 15A fuse blown or missing via remote because it is wired directly to the remote/alarm system and is not part of the normal key switch system.
Check the 15A fuse if it is good and you still have nothing then it's time to start looking for what you pulled loose under the front cowling when you was doing the accessory install. Start buttons usually just don't go bad when you are doing something else, it's 99% of the time you did something instead.
Pressing either brake handle send 12Vdc to the starter relay and pushing the start button sends the ground side to complete the circuit. It's easy to pull something loose when doing these things. If you turn the key on, have horn, brake lights, etc. especially brake lights then money says you've pulled the red/yellow wire loose from the start button.

New problem, throttling very slow at first is killing my scooter, whereas throttling more aggressively seems to work, so long as i keep pushing it. Attaching 2 videos to demonstrate. I should also note currently I am starting my scooter my touching the solenoid terminals with a screwdriver. I assure you these links are safe btw Low throttleHigh throttle

The first thing to do for the low idle condition is Adjust the Valves, it does not want to hold low rpms. Alleyoop
