I have been messing around with this scooter I got for basically nothing but that someone who had no idea what they were doing had taken it upon themselves to fiddle with. The scooter starts and runs fine even after sitting a month. My carb however does not have an ACV valve on it. Is this necessary? I will attach a picture as soon as I get home and can get on the computer. Cheers, V

Some carbs do not come with an ACV valve. Yours most likely has an excelerator pump which they call a performance carb(don't know why tough) all it does is squirt a little gas if you twist the throttle enough to push down on the plunger and it only squirts once. The pump works like on the old Car Carbs. Alleyoop
