What do you mean by "charge better?" I've been riding an electric bicycle for the past 5 years. There are really only two ways to make a battery charge better: 1) do it slowly 2) use pulse modification specific to your battery's chemical makeup
Will this help on a non-electric vehicle? 1) it is already being charged relatively slowly, but in a properly running vehicle, the battery should never drop very low anyway 2) the pulse on a vehicle's system is regulated somewhat already, and more intensive regulation would be a power drain that would reduce efficiency.
Attempts to charge faster or at higher voltage levels will lead to out-gassing, which will shorten your battery's life. Maintaining the charging system as is, and not using the battery while the charging system is off, will ensure long battery life.

I'm trying to boost the charging voltage and current the go to he battery, so I can add extra electrical accessories. The device claims that you connect the electricity on one side and it amplifies it and puts out it out the other end

You can not boost BOTH voltage and current. One or the other. As sailracer said "energy can not be created or destroyed."

That item is a voltage transformer - it looks like it will convert 12v up to 36 volts at 6amps.
And NO NO NO do not install this. you will FRY everything on your scooter.
The stator makes electricity because that's what it does. Research AC generators if you want to know more. The ignition coil is like a mini transformer that makes the super high voltage needed to arc the spark plug,
