I cant get it set. Its either too low or too high. I like mine set around 2200-2300. It will either adjust to 18-1900 or 2600+ ...its weird!! Is the carb bad?

1800 is closer to where it should be. Not enough info really to diagnose. Does it wander once it sets have you already set the valves right and adjusted your mixture screw? Vacuum leaks after those

It will wander. Valves are good and no vac leaks. Noticed little change in rpms when adjusting AF. Probably need to get a Keihen carb and get rid of this Deni

With the idle set high and the rpm's wandering you may not be all the way down on the idle jet. Transitioning partly on the idle and partly on the main. That would be why you're not getting much response from the idle mixture screw. Try backing the idle screw down as far as it will remain stable and then adjusting the mixture screw for max rpm. Then keep working your way down alternating between idle stop and mixture adjust.
Once you've got it balanced as low as it will go, then adjust the idle speed up to whatever your preference is.

My 150 wandered I put in a 38 idle and it smoothed right out

You could also adjust the AF screw. that way you don't have to rejet the idle jet. As far as fluctuation, in the beginning, the auto enricher should make your idle go high, until the engine is warmed up. When it's warm it should drop to stock idle. On my 150 my idle is set to between 1200 and 1500RPM, because the weather is never cold here, and when the engine is hot, the idle easily goes up to 1800 RPM which I think is too high for South FLorida weather.

If you have to turn the a/f screw out more than three turns to get a decent idle your idle jet is too small May be the case, but it won't damage the engine to run it with 4 or 5 turns. Idle screw and AF ratio only affect idle, and in a very small amount mid range. The main jet is what's important, that it's jetted correctly. Running too lean at top revs may cause overheating. At idle won't bring too much issues, other than a bit harder to start, or running slightly rich in the mid range, when the AF screw is opened too much
