Well, here's their FAQ page for what it's worth... Rather than outright crooked, it looks to me like an attempt at individual "free enterprise" in China. While commendable, its chance of success from refurbishing seized and contraband vehicles is pretty slim. If their intent is honest, my hat's off to them. However, even if they ARE honest, I think your chances of actually receiving the scooters you order and pay for are "somewhere between slim and none..."
Buy accordingly. And don't spend any money you can't afford to lose.

Q: Why is your motorcycle so cheap?
A: We are a new model motorcycle company from China. “Made in China" often gives the impression of poor quality, there is a lot of false trading. But we are not this kind. Our characteristic is to reduce costs through special way and at the same time give preferences to our customers and get our profit.
We have two main product sources: 1 Auctioned smuggled vehicle which is seized by Customs 2 Bankrupt company used vehicle as mortgage. We get these products through the "internal relations" with low price and after slightly modification; these become our own brand MMM for sales. "Internal relations" is more sensitive in China, so our products are not sold in the China. All products are sold abroad through the network and channels at the lowest prices soon as possible. Components for all products are new. The quality is qualified, Please be assured the purchase.
Q: Did your motorcycles have various documents?
A: Although our product source is controversial, but each motorcycle is legitimate, including all certificates such as the production license, the export license, EPA certification, DOT certification, EEC certification, quality certification, MOS, purchase invoices, instructions for use which are complete. No need to worry about.
Q: What is the brand of your motorcycle?
A: Our brand is MMM, a new brand. We just do business in specific market. We have small storage capacity. Being known around the world is not our target and we like crawling forward.
Q: Please introduce your shipping and delivery cycle.
A: At present shipping fee for each motorcycle is $50, it will be included in the total amount of order in the final step of your order automatically .There will be no other expenses as long as the customers pay on our website. We are responsible for the tariff and customs clearance. We will specify customer required address.
After the customer made order, we will send the goods to our shipping company within 7 working days. But the freight company will send the product after about 30 days. Then probably it needs 20-30 days to arrive. So the whole freight cycle is as long as 60-70 days. For example, you made an order in September 1st and then you will probably get goods in November 1st to 10th. Because motorcycle belongs to big items, customs clearance requirements are more stringent. Our shipping fee is very cheap. In order to save costs, our shipping companies need to coordinate arrangements; it takes a lot of time. We will add the tracking number within 40-60 days after the customer orders, please wait patiently.
And sure, we will send the gift (goggle for Paypal payment/goggle and helmet for Western Union payment) out in 5 days and add the tracking number in 10 days, and it takes about 8-15 days to arrive.
If the customer cannot accept our freight cycle, please do not order on our website. Because if you are too impatient to wait for delivery and request a refund halfway, this will cause a lot of trouble and losses to us, we will not accept halfway refund. Refund or return must be put forward after you receive the goods.
Q: Your customer service phone call?
A: We do not set the customer service telephone because of our bad Spoken English. We think speech words can play a greater role than speech. We try to remove all unnecessary costs. You can send mail to us if you have a problem.
Q: Do you have a maintenance point?
A: Sorry, we do not set. But the product components of other brands are compatible with ours. We believe you can easily find maintenance point in your country.

A: No, we don't do this business.

A: Yes, in addition to specified assembly of motorcycle in product description, all motorcycles are pre-assembled.

A: Within 14 days after customers receive the goods. For changing or refunding because of non quality problems, shipping costs are borne by the customer. We can help to provide cheap freight channel; if the product has quality problems, freight is borne by us.
