Yes, not meant to be turned at all. Line up the arrows and push down to snap it in place. Turn the key and it should pop up for easy removal.
If you twist the cap at all it will get jammed and you'll have to fight it to get it off again.

its been a few hours and i sniffed where the small opening is, and I can smell the gas. So I removed the cap and positioned it facing the nose of the moped, and it seems to be closed, but because of that it wont open again cause its not aligned with the arrows....omg.

omg indeed. I am SO thankful mine has a regular old screw on cap. Thank you Piaggio for sticking with old tried-n-true design!
I wonder if all the initial trouble and subsequent messing around you've done could've maybe messed up your cap? Maybe? Can you talk to the previous owner and see what he did, if he had these issues and what he did about it?

That design has been in use for over 30 years it works. It's vented and should move up and down. I would expect sniffing at any gas tank would have results similar to yours... It's unreasonable to expect a gas tank to smell like anything other than gas.

It's unreasonable to expect a gas tank to smell like anything other than gas. I expect mine to smell like pizza. Just sayin'. ;D >'Kat

When I first got it, it was lined up to the nose of the moped and not the other arrow. When I smelled it after correctly opening and closing it the gas fumes were strong, when I closed it the wrong way and lined it up back to the nose, the smell was pretty much gone. It does not show what the gas cap looks like in the manual, but I assume since the manual instructs me to insert key, then twist to open, that it is aftermarket, or the manual not updated/wrong.

I think it's the right cap. You wouldn't have the arrow on the plastic cover if it wasn't for aligning the cap. Even if it pops up a little it should leak...

I really appreciate everyone who took their time out to respond to my question and gave their advice. This is my first scooter so I'm new to everything about scooters. I got it popped off again easier this time, then lined it up and put it back again per everyones advice and just thought of that extra space being normal.
Took it for a 3 hour ride, and everything seems fine. Didnt have any leak come out or smell that i could notice without putting my nose straight at the gas cap. Thanks everyone.
