Scooter has been running fine. Took it out for a 30 mile trip today and it ran great. After getting home I decided to run to the store and made it about a block. Anything past a third throttle and the RPMs start jumping up and down. Checked CDI, Coil, Plug, Air/Fuel Mixture and choke. Now I'm just confused.  PCB |

Check your diaphgram, take the top off and pull out it out and check for rips and or tiny holes appears you have the throttle wide open and then the needle drops and you have nothing but air.

Yeah, sounds to me like there's a bad AF ratio somewhere, maybe a vacuum leak, may be something broke in the carburetor, maybe the fuel line is clogged, petcock not working well...
Could be a lot of things, but it's fairly safe to say that most likely the issue is that of an AF inconsistency. Since running lean makes the engine sound different, I think it could be running rich.
Check the spark plug, see what color it has... (black usually means rich).

Alleyoop Thanks Alleyoop. you nailed it. Changed it out with one from spare carb and it runs like a champ again. I didn't see any holes or rips but it was really funny looking compared to the other one. lots of waves in it. Attachments:

Good to hear it was a simply fix, yea that is what is looked to me it would lift the needle for a bit at full throttle but then loose the air under the diaphgram due to the leaking and drop the needle. They can also leak around where the plastic crimps onto the rubber and you look at it and it looks good. Blue atv works pretty well for a temp fix around the plastic and rubber to seal but it is not as flexable but it will work in a pinch until a new once can be gotten.
