I have changed vacuum and fuel lines including fuel filter. I checked the fuel push just above fuel filter and it worked like a champ. I changed air filter with no obstructions going to carb. I cleaned carb several times. I checked the bowl drain line which was full of gas. I changed spark plug to iridium. Checked for spark which it had. I put my finger over spark plug hole and started scoot and it pushed my finger out. I did a valve adjustment today set at .004 on both. The only way this scoot starts is if I spray starter fluid in air filter box. Guys I need your help. What else do I do?

Did myou check if the fuel shut off is working?
To check all you do is take the fuel line off at the carb and then take off the vacum line to the shut off and suck on the vacum hose it should run gas out while sucking on the vacum hose
I just had a thread on here help im at my wits end with alot of good suggestions mine was doing the same thing

did you make sure the jets were clear when you cleaned the carb?

Yes used bread tie to clean both jets with carb cleaner.

But it starts with starting fluid so I don't think the OP's problem is with spark. Its a fuel problem

My roketa I had the cdi was acting up same issues but started with ether changed cdi was all good I only post from stuff I've experienced

You did not say how long it has been sitting since it last ran. If it was more than a month or two, there is a possibility that the carb has some gooped gas in the idle circuit. Take the idle mix screw out, and squirt some carb cleaner in the hole, using the plastic tube that came with the cleaner. Watch and see if the fluid comes out the REAL tiny holes in the throat, where the butterfly is when the throttle is closed. If it does, reinstall the screw, back it out from a LIGHTLY seated position about 2 turns, and try it. If the carb is clean, it will start. Adjust the idle mix from there, after the engine warms up.

I ran it just last week with the starter fluid. I think we have narrowed it down to a choke issue.
