13.3 at idle is good it is still positive. So you are not discharging.
You can pull the black wire from the regulator . While it is not connected see what the charging voltage is. If you put the black wire to ground it will push the dcv output to Max, be carefully it could push as high as 17 or 18vdc.

high 12V near idle, 13.3 on the dash meter, 13.8 on a DVM at higher RPMs, measuring directly at the battery while running. Measuring the black wire from the rectifier, to ground = 0.00, and the DVM back on the battery is the same - 13.8.
When I turn on the key, the dash meter shows 12.8, and when the fuel pump stops running, it is 12.9 - that is before cranking it to run.
DVM directly on the battery, pre-key on = 12.99 or 13.00 V. Key on and let the EFI fuel pump run, it drops all the way to 12.86V

No, I didn't do anymore on the Xingyue after getting the meter readings. I had to up-jet the Znen so I could keep riding it with the new exhaust, which I managed ot run out of gas on a parts trip for the van.

I ran out of gas a few weeks ago. I kicked myself in the rear. What a stressfull feeling. Did it start back up right away? I was lucky mine did. The day before my petcock was leaking, I drained all the fuel into a bucket. There plenty of dirt I could see. I filtered it through a shop towel. I hope I got all the dirt out of the tank.

Luckily, the return to the gas station was actually downhill, not enough to coast, but easy push. Put 1.94 gallons into the tank, cranked, but no fire... wore the battery down a bit - I had the headlight and emergency flashers on during the 3/4 mile push. Was offered a jump by my neighbor who happened to stop for gas, but I declined and pushed the 100 yards home - partly uphill. Put the charger on it, and hit the starter, and it fired right up. Should have taken the jump... At the gas station I couldn't see fuel in the filter - it was apparently full and just shy of running. The Znen has a low tank and a fuel pump. I haven't kept track of the fuel mileage on this scoot, but now with the new exhaust and up-jet, I will start. The gauge was just above the empty mark. Now I know that it is not accurate.
