From this image from ScootDawg. It is the black plastic vacuum petcock in the upper left corner with 2 blue hoses attached. What is that? When I search for petcock, the only results I get are the one for fuel. Thanks! ND

A pecock is a vacuum operated valve that helps the fuel flow . Normally has a fuel in and a fuel out hose with the vacuum hose on the bottom . Are you in need of a pecock ? Here is a link to two and hose if needed too www.scrappydogscooters.com/COMMON_PARTS.html

This is not for fuel - only vacuum lines are connected to it...

Oh then you mean the charcoal canister which is designed to trap fumes from the gas tank . Have no idea I looked and could not find one even at an OEM part dealer

It's the plastic petcock thing for vacuum only and it does have a line that connects to the charcoal canister.
