I would just go with what you can be certain is optimal imo. What are the advantages of the oversize ones? I doubt stopping power. It would seem some of the pad wouldn't even make contact with the rotor? Or maybe it would? But why would that be helpful on a scooter?

Best bet would to ask Parts for Scooters what the difference is. Off the cuff I would have to say that the larger cheaper pads may be so due to a lower friction material being used so they had to be made larger to provide the same abount of stopping power as the higher cost pads.
