just below that hot pink car, and a little to the left, there is a red with black scooter. The operator is wearing a helmet, but the two passengers are not.
on the right side of the photo, just to the left of the green scooter by the yellow marked sidewalk ramp, there is a red scooter with two riders with red helmets and a little girl riding in front of the operator.
Behind the blue Isuzu is a rider in a red vest and gold helmet, with a passenger sans helmet.
Looks like all operators have helmets - the scooter on the far left facing away is parked and his helmet is on the right hand handlebar.

That pic was on google as one of the pics you find when searching for 'filtering'.
In most places scooters pose not as much of a problem as on that picture, and even then, it would make cities more scooter friendly!
A helmet is not a requirement everywhere in the world. Most places require a helmet for >49cc; >35MPH scooters

Helmet law here. I'm also from Ohio and there is no law there. I would ride one always. Whether or not the law.

ramblin' no prob. Just remind me to never tour by scoot in Bangkok!
Steve, you're right. I'm guessing there's a helmet law for drivers but passengers are on their own.
Btb, I REALLY want a screaming-hot pink car now. Dang it's bright!

Had to ride across town tonight. I should get a camera but am afraid the novelty would wear off unless i started a motovlog or something. I experimented with a CHEAP one last year but wasn't too enthused. Anyway as said had to ride across town and decided to go by Staples Center / L.A. LIVE as its nice at night. But oops, sold out Laker playoff game just getting out. No worries, though. I just scooted on by, splitting and filtering like a Boss

I never wear a helmet on my 50cc, but I'm planning on selling it. Turns out I'm going to do a lot more of long distance riding, and will be needing the 150 more now.
On the 150cc it's crazy to ride without helmet, and even though it's not required, aside from some short trips, I always wear a helmet. On my motorcycle too.
Today I saw an accident happen right in front of me, on an intersection. I was thinking, lucky it where 2 trucks. One guy, just stupidly accelerates through a red light, while someone was making a turn. If that where me, I'd be flying in the air.

Yeah, there's way too many folks in way too big a hurry and think they're exempt from traffic laws, like stopping for the red light so you don't maybe kill the green-light cross-traffic driver. If I'm the first driver at the stop and notice moron next lane isn't stopping, I lay on my horn. I have NO!! desire to see a broadside in front of me!
I weep for our society. What changed people from comprehending those laws are to protect everyone, to a selfish me-centric attitude "I don't want to stop, it'll make me late."?
And I looked at that Bangkok pic again. Why did everyone congregate at the right? Why not switch over or stay back after seeing that huge mob already there? Ye gads!
