Hello my name is Marcus and I just created an account here(after much lurking) and just wanted to introduce myself. I have a Tao-Tao ATM50 and am looking forward to "customizing" it. I am somewhat of a newb, but pretty good at figuring things. I look forward to assimilating your knowledge and turning my scooter into a beast!

Easiest and cheapest is to install a larger main jet or even better an unsealed carb and lighter roller weights . To truly get more power you will need a BBK

What skuttadawg said. If you want to spend money, you can also install a performance exhaust, but it won't do to much on performance. You can also install a windshield, usually sold for $40-$50 online; also won't do much on performance.
If you want to keep it cheap, start with the rollers/sliders first. Then do a BBK, and new carburetor if you want more performance. Don't go too crazy on the BBK's. I hear 100cc BBK's give quite some trouble on those engines; while 63/66/72/80cc BBK's usually work quite fine on it.
fuel premium fuel, preferably BP premium fuel.
Some people buy a spray can of car paint, and custom paint their scoots... A something you could do with little money and some time.
I don't know what else you can do to it to make it better;
