Hey everyone. Quick history, skip to the end for the actual problem. This scooter started running rough, dying at idle, taking a ton to start. I tore it open and found gas was just building up int he carb and leaking out everywhere. This was after I re-gapped by spark plug from 0.25inches to .8mm per the flyscooter manual. I bought this second hand, so things have been taken out and replaced. Ok, so I pulled the carb, cleaned the jets, checked the diaphragm, put it back together. Actual problem: There is no fuel pressure in the lines. From the fuel line to the filter and to the engine is not pulling a vacuum. There is fuel from the tank to the filter, but the filter won't fill with fuel and go past it. Below youll find the imgur link to my photos and the video imgur.com/a/Ra1ry

Loosen the intake manifold clamp and push forward on carb to fully seat before re-tightening clamp. Test petcock with an alternative vacuum source. DO NOT suck on the line with your mouth! If the carb float needle is not seating properly . . might try chucking a Qtip in a drill and polishing the needle seat with a dab of toothpaste.

Are you sure the float is installed correctly. The floats go up into the body of the carb. Most floats hang down into the bowl, but not these. You would not have noticed this until the bowl won't fill. Don't ask me how I know! LOL!
