You take it off, note it's position, connect it to the battery, wait 15 minutes, then check if it has moved.
I just go buy a new one. They're pretty cheap.
If it's running lean, you may look at bigger main jets.

Have tried to adjust your air/fuel screw yet, this will help your issue also, if you tighten the screw this will allow less fuel at idle

Question! Does it idle rough after 5 minutes or does it settle down? If after five minutes after the motor warms up it still idles rough, you need to richen the FUEL RATIO MIXTURE.
From what you said if you cover part of the AIR INTAKE it idles good then it needs more fuel for the amount of air that is being sucked in.
So start it up and let it run, when started cold the ENRICHER is feeding it extra fuel IF it is working and it should idle high at start up and the idle should start to drop within 3 minutes or so. After 5 minutes or so the ENRICHER should by now have closed off the extra fuel and now you are running off the PILOT JET.
Get a screwdriver and turn the FUEL RATIO MIXTURE COUNTER CLOCKWISE 1/4 at a time and wait and listen for about 10 seconds for the motor to catch up with the new setting. IF the IDLE(RPMS) go up repeat the procedure UNTIL the IDLE(RPMS) do nothing or may start to drop THEN TURN the SCREW CLOCKWISE 1/8 of a turn. That should be your highest setting out of the FUEL RATIO MIXTURE.
At this point IF YOUR REAR wheel is spinning due to the new setting USE THE IDLE SPEED screw to lower the IDLE so that the REAR WHEEL JUST WANTS TO TURN or TURNS VERY SLOWLY.

this helped alot after a crazy valve job but hey it loud but people say loud at 54mph is doing great but it varies day to day but so does the weather in va beach 54mph yesterday 38 mph today and weather didn't drop much from 70- nut sure but i got a LL Happy about breaking the a/f screw loose with out the cap and if its not broke dint fix it its a life learned lesson nothing is better when you put your uneducated hands on something a Chinese man built (or a Chinese women or child built)
