TXPowerSports, do they send you plates in the mail?

Hello Everyone, today I called up TXpowersports and inquired about the TaoTao Quantum, they did have in stock and in the color i want (yellow). When I asked about the title process, the lady on the phone told me they do the title and license, and they mail me the plates for the scooter.
As soon as I purchase it, they also send me an email with a paper tag I can print out and place on the scooter. Can any Texas residents confirm they indeed do this? I was quoted about $1250 for the scooter delivered and that included TTL.
