Well, that did it. Thanks, lain! But wow, it's a mess in there - did not expect that. Looks like I've got a new project on my hands...

(Howdy, folks! New member here - nice site, btw! - I had an account at the old ScootDawg site once, but it's been a while. Need a little help - and appreciate any ideas...)
I've got a TGB Sunset 49cc that I bought 8-9 years ago. I put ~20k miles on it in about 7 years, but haven't used it much at all in the last year and a half. I want to get it back on the road - and I could probably do some of the basic prep myself (if only to ride it to a more competent mechanic), but I drained the fuel tank before putting the bike away... and now I can't get the fuel cap off.
This is a fuel cap with the lock assembly built in. The key enters and turns okay, and the entire cap moves just slightly when the key is turned - but I can't tell that anything's happening inside the lock. So the cap won't come off.
Any tips or tricks on how to remove this fuel cap? Any help appreciated!
