Thought I had played all of the idle screw out... but no.
It's running great now. I feel so embarrassed.

50cc "tank" scooter.
RPMs are reading about 3000 with the back wheel off the ground and 2000 when stopping drive with the brake.
No more slack to play out with the throttle cable.
Just put in new CDI box.
And new carb.
What are we thinking?

The update I know you all have been waiting for:
Bought new CDI module and new spark plug wire lead. Changed them out. Noticed when charging battery, possible bad cell.
Put the battery on and no power.
Decided to kick start it which I had done way before and had luck starting it but wouldn't idle and eventually died. Kicked and kicked maybe 10 times. Noticed brake light was now working. Used push starter. Weak but turned a few times, then lost its juice. Kicked it again maybe 5 times. Used starter and it had much more strength but wouldn't catch fire. Kicked it 2 times and started right up with tons of throttle!!!
So now it won't start with the push starter but if I do that a few times and switch to kicking it, starts right up. Is that a bad starter motor?
Anyway, the throttle is too high (2000 rpm). There's no more slack in the throttle cable. What's the remedy?

Went to AutoZone and got Carb starter. Also asked about renting compression gauge. They didn't have 10mm converter. I will have to pick one up or the whole gauge set up when I get back from work in 3 or 4 weeks.
Anyway, sprayed the starter directly in the intake manifold. No joy.
So at this point it has to be either low compression or spark is not firing at correct time(CDI).
Does that sound about right? And if low compression are we thinking rings, cylinder, piston?

Rechecked spark. Nice and blue. Had small sheen of gas on it after cranking.
Put hand on exhaust. Air is pushing out with cranking.
Took air filter off. Hand choked. Sucked in and got a handful of gas.
Filed stationary magnet and one that is on flywheel.
Blew out electric connections coming from top of flywheel to capacitor?
Fully charged battery.
Turns and turns. No inkling of combustion.
Don't have a compression gauge but did turn over with finger on spark hole. It pushed my finger. Not sure how strong that should be.
Can only think timing is off. But that is non-adjustable. Is there a timing module or something like it?
EDIT: Took of intake manifold and put a little gas in the hole. Could see the spark firing blue. No joy.

Cam and sprocket marks line up when T mark is aligned with tab.
Was thinking CDI next. Could that be faulty and still produce spark? Or maybe spark at wrong time?
Another factor is that I live in Hawaii. Lots of corrosion for all things electronic and/or metal.

Ok, boys and girls. I have been reading and reading but have not discovered the answer to my problem.
Almost 5,000 miles, had been sitting for 2 years. New gas got it started but would stall without constant throttle. Could not start it immediately after stall.
Rode it home giving gas all the way.
Changed oil (gear and motor), cleaned carb, new fuel filter, gapped valves, new spark, new battery, new fuel. Would not start. After sitting that way for a few weeks, checked oil level and it was up. Gas had seeped into engine.
New petcock (was leaking without vacuum applied), new carb, new intake manifold. New oil, new gas. Will not start.
Has spark (not blue, more reddish), compression, gas.
Thoughts?
