Hi all,
I am sorry if the story is too long here. Please skip this first paragraph if you would like to know the question right away. My story is I purchased a 2013 TaoTao atm50a1 scooter on Craigslist a month ago. I was aware that it did not start but not aware of the amount of work had to be done to get it running again. The seller told me that his son said the scoot didn't run right so he took the carb off and haven't placed it back. I believed him and bought it right away without any basic knowledge about scooter. After that I dropped it off at a scooter shop by my apartment and a day after that the shop owner called me and said the engine was bad. If I want to replace the engine, it would cost me about $250-$300. Otherwise he would give me $175 for the moped because the frame is still good. I am a woman who loves taking things apart and look at them so I decide to take the scoot back and try to fix it myself. The shop owner was nice enough to tell me a few thing he thought need to be done beside change the engine. He also told me that I can check the engine whether it is good or bad by rotating the cooling fan on it. If I can rotate the fan with my hand then the engine is bad.
Can we test whether the engine is good or bad by rotating the cooling fan with our hand? If I can rotate it and the engine is bad. What part of engine I should first look at or I should just replace the engine?
