Should I hone it? See how you can still see the cross hatch marks. I think he put it together and it smoked and thats it. Doesn't look like he ran it that way.

Here's the thing: when you really have no idea where a problem lies, it doesn't pay to get extra focused or obsessed on a solution that is not necessarily the problem.
I'm all for figuring stuff out, but here goes nothing: how about a new carb? About $25 , and you can swap the whole thing out and move on to the next problem. If you are trying to save money and learn something... by all means keep working at it. If you just want to ride it, though, swap that thing and move on.

Okay, now I am finally getting some information. I took the top end off today. Here is the situation: It IS all brand new. The piston is all nice and clean like it was just installed. The cylinder still has cross hatch marks... it was never broken in. Nice! The rings were thrown on there haphazardly. For example, if you look at the video above, with the intake at the top and the exhaust at the bottom, the top ring was at 3 oclock (directly over the piston pin on that side) and the 2nd ring was at 5 oclock. There wasn't even degrees between them... maybe 50 or 60 degrees. Every one of the ring gaps was on the exhaust side of the piston.

Just finished adjusting the valves on scooter #1. First time ever adjusting valves on the scoot. It actually took me way longer just disassembling/reassembling to get to the valves than it did to actually adjust them. Its the first valve adjustment for the bike... ever (first owner/370 miles said that he had not had them done but that they were due). They were closed up... could not get a gauge in there. I'll see if the "rumble" at idle goes away. I kind of dreaded this ( I hate to touch something that is working pretty well for fear of screwing something up), but I think that now it is spot on.
While I was in there, I took out the spark plug and had a look. After 300 miles, it looks very good.... not rich, not lean.

Scooter #1: rode it 50 miles over the weekend. It's developed a sort of rumble/rough idle. Its not much, but it's definitely not as smooth as it was for the first 250 miles that I have put on the bike. I am going to do a valve adjustment, which it has not had since it was purchased. Orig owner put 370 and I have put 300= 670 miles. Time to adjust valves.
Scooter #2: pulled of the cvt side cover. Someone put a gates belt on the bike, and it looks new. It measures in at 19.3mm wide. The gates belt on scoot #1 with 300 miles on it is 19.3mm wide. So, it is an almost-new belt. Just waiting for parts to come in to get this thing rolling. I have about $250 into it at this point, and things are looking pretty good.

Well rings not being properly clocked and or faulty valve guide seals could cause smoke after a rebuild...I would check ring end gap also,,for a 150 it should be in the neighborhood of .010 on the top two compression rings.I got a pretty good video on my youtube channel for clocking GY6 rings. I'll check the end gap and see what position the rings are in before I change anything. I almost hope to find something simple that's wrong! I'll also see what the cylinder wall looks like. I'll going to hone the cylinder and put on a new set of rings. Can I tell by inspection if I have a faulty valve guide seal? Today, I got the new ignition ($28 ebay) and two locks. Previously, I was missing the lock for the seat. The seller gave me an extra plastic shroud that holds the instrument panel and switches. The old one had a crack. So I assembled all of it. Re-lugged/soldered/taped both positive and negative cables on the battery as both were about half broken.

I hear you. Here is what I am tempted to do: my local auto parts stores all lend out tools... and each has a cylinder hone. I have a vice and a drill press. I am tempted to borrow one, chuck it in the drill press, hone the cylinder and install new rings. If that fails, then I'll go the top-end kit route. The original owner has no reason to lie. And if he is truthful, I hate to toss a top end kit with virtually no miles on it just because he installed it wrong.

So, I talked with the seller today. This is what he told me: the top end is new. the carburetor is new. He said that it runs, but it blows smoke out of the tail pipe. I have not witnessed this at idle. He believes that the rings did not seat, and that I just need a new set of rings.
I'm listening to all advice on this. What do you think? If it is rings, do I still need to hone the cylinder or get a new one? what else might cause it to smoke after a rebuild?

Now I'm cooking with gas! I re-plumbed everything (new fuel and vacuum tube everywhere), figured out what every single blocked off tube was, hooked up AGR on the carburator, put in a liter of gas and started it! Just to be sure it wasn't a fluke, I stopped it and started it again... and again... and again! It starts and idles good. Now I have to get an air filter, ordering a UNI from amazon tonite. The old original filter was a huge black box that covered the engine. I couldn't see purchasing one and putting it on.
As soon as all is in place, I can get it up to speed and see whats really wrong with it. The guy said he replaced the piston and the rings didn't seat and its having oil blow-by.
Removing all the emissions on my first scooter really prepped me for hooking this one up sans any emissions. I am optimistic now that I'll be able to get this scoot running for under $300, even if I have to buy a new top end kit.

Purchased an old dead scooter. Started diagnosing the problems with this thing. Today, I am going to re-fuse (with a blade fuse holder) the ignition wire, re-plumb with quality vacuum and fuel line tubing, change out spark plug (@7k miles it still had the original plug and tubing). maybe give it a cup of gas and see if it will start.
Haven't been able to ride my everyday scoot for a week... its been raining. Had to mow the lawn instead of ride last night after work.

Yeah, I was hoping it was blue with the built in lights. Come to think of it, there are two sets of three dangling wires inside that cowling... now I know what they went to (the lighted mirrors). I havent been able to find the lighted mirrors anywhere.
Good news though... I re-fused the wire that runs to the ignition and it all works. I don't know why someone disconnected all of it. time to replumb the fuel/vacuum lines and give it some gas and see what happens...

What is your plan? Are you trying to make money or build yourself a toy? The first order of business is to do exactly what you're doing and get electricity going... Now, for testing purposes, you can (as you're doing) bypass the kill, ignition etc and jump the starter wire (well, to the solenoid) ... Then, hook it back up, one by one, trying the electric each hook up, when it stops firing, you've found your break... ------------------------- I too just picked up a Hunter style of scooter from CL... Didn't get quite the deal you got... I paid $275.00... But, It had a brand new muffler and the whole top of the engine was a brand new, Taiwan kit (all stock sizes).... Anyways, long story short, I stripped it for parts... It's down to bare frame right now... If you need parts, send me a PM. My Plan is to build a scooter so that someone else... my brother, ex wife (we still do stuff together), etc, can get a motorcycle permit and ride with me. We have great mountains, the largest lake in Ga, etc. Three day credit card trips (i.e. hole in the wall hotels along the way) would be a blast. And, I'll let you know about the parts. Maybe the mirrors (what color are yours?) and seat.

Whoa! news: I started poking around the ignition and it was getting NO voltage. so I traced it back to the battery and..... Someone wired the hot directly to the starter solenoid! There was no power anywhere else. when I short across the solenoid terminals, the starter turns the engine over. So my FIRST order of business will be to re-insert a blade fuse holder for power and see if the ignition/lights/horn actually work. I also did some looking at scrappydog, and it appears to be a "Hunter" type chassis. Yay!
