So finally got the scoot running
This is what I had to do to get it started.
Removed spark plug. Got a straw full of gas, then stuck it in there. Started right up, but almost took off on me!! Had to kill it, because it would have been through the garage wall
So after inspecting where the throttle cable goes, I noticed that it was stuck down to where the idle screw wasn't even touching it. After some adjustment, I got it to where it will start right up
Dang, wish i would have checked that 4 days ago, instead of basically taking the whole dang thing apart lol

Yes I am pretty sure it is going to the carb. It has to be a vacuum problem
Before when i would hit the starter I could see the fuel in the fuel filter being moved around like it was being sucked out of there. Now when I hit the starter the fuel does not move and it won't start.
I took the line off of the manifold and sucked through it and i moved the fuel in the fuel filter and gas squirted from the line that is supposed to go to the carb.
I took off the carb thinking I had a clogged jet. Cleaned replaced same issue.
Checked my spark plug for spark and it had one. But after numerous attempts to start the thing it wouldn't. I removed the spark plug and it looked bone dry. So my assumption would be that it isn't getting gas to the spark plug
I can't post pics at the moment so I will try a rudimentary flow chart for you making its way from top to bottom
Fuel Tank------->Fuel Filter-------->Petcock------->Carb
(Petcock has three lines going into it: From Fuel Filter(left)Vacuum(top)and to Carb(right))
If there is a leak, i cannot find it for the life of me.

I remember taking it off. And I remember putting it back on. However I do remember one of the screw being all kinds of stripped. I left that one alone and just turned it so I could take the choke out.
It was my fault I realize this. Just have to think of some other way to hold the choke in place.
What I have in mind is using a good size washer on each side to fit into the groove on the electric choke then bolting it down. Hopefully it will put enough pressure to keep it in there.
The copper wire is working, just not good enough. I can't get it tight enough to keep it solidly in place.

Okay found out a couple things today
1. The throttle cable had nothing to do with the rpms getting stuck high
2. I found out that the high rpms are due to my electric choke coming out of where it is supposed to be
The little bracket thing that is supposed to hold the choke in place is no where to be found.
I tried rigging it to where it was held down by copper wire, although that helped a little, it did not fix the problem completely.
I guess i will just have to buy a new electric choke if i can't find the bracket sold by itself
Other than that, the scoot is running great

Sweet. Ill adjust that when I get home today.
Man, I can't say enough how much stress it seemed was lifted after I got my scoot running again. Thanks everyone for the suggestions

Awesome scooter! Welcome. I am new here myself. I plan on doing pretty much the same thing to my 50 as well! Matter of fact, your scoot looks ALMOST identical to mine, except min is red and has some letters on the side.

So an interesting turn of events
After work i decided to go get a feeler gauge just to rule the valves out. Because I have posted, i adjusted them with a can.
As an after thought I picked up a new spark plug for the scoot as well, even though the one i had on there was a week old.
So the first thing I do is check the valves. and wouldnt you know it, they were exactly at .003. FYI i used a bud lite can. So valves did not need to be adjusted.
Next I put the new spark plug in.
First crank it started for 2 seconds then died. Second crank BOOM ignition!!!!!!
However somethings are different now.
When it did start, the idle was WAY too high. if it wasn't for my cat like reflexes to get ahold of the brake it would have taken off of the center stand. I adjusted the idle screw, but it still seems to "stick" at high rpms for a few seconds before coming back down. Is this because my throttle cable is too tight? I am not sure where the 2 nuts should be.
Anyways. I took it for a 15 minute ride and it is running beautifully. I go from WOT to a stop sign and it doesn't want to die or anything like it use too. Also I got it up to the fastest I ever have which is about 42 MPH. It would not go any faster than that. I could tell the previous owner had his mechanic or whoever he bought it from derestrict the scooter as it did not have the pink wire, and it doesn't have the stock battery. Well, this is more so speculation on the derestriction, but what makes me think that is I had my girlfriend go along side in her car and I got up to 37 MPH. It was from my understanding that restricted 50cc's top out at around 35. Its not really important, but thought I would share.
Anyways, got back home and shut it off. I immediately tried to restart it just to see if my starting problem was gone while it was warm (before it wouldn't even restart after it had been warmed up) it fired right up, and I killed it and walked inside with a huge smile on my face.
So the real test will come tomorrow when I try and cold start it.

Im not really sure how much I put in. I just poured a little in there. Definitely not more then say 1/4th cup.
Although I did notice when I removed the carb last night, that the gas was like a greenish color. Could this have anything to do with it?
Think it would be a good idea to drain gas, then refill with fresh?

Thank you for the detailed response.
I have given up messing with it tonight
I blew out the carb just in case i had a clogged jet, but that didn't work.
I am thinking it is like you said, the compression of the motor.
Also I did not use a feeler gauge, i used an aluminum can. A no no, I know but It started and ran absolutely fine after i adjusted them.
It was only when I tried messing with mixture screw yesterday that all this started happening.
I think I might just save up for a 150cc .

Nope not petcock. Sucked on vacuum line and gas came out
Idk what the heck is wrong at this point

it doesn't seem to be getting fuel. The fuel filter looks backed up, if that makes sense

I will try that again when I get home and post results.
Would that contribute to my starting problems? I mean I put the tape back on, adjusted the screw back even hooked up a car battery and still no dice.
Im thinking its one of the following
Petcock Big fuel Filter Flooding??
Spark plug is good
