it seems that i not only do not know anything about scooter registration, i also do not know anything about scooters either. enjoy your ego massaging circle jerk guys. I think you have a lot to bring to the table here, we all start somewhere. I don't see why you should be sour grapes as you are above. You brought up some good points no one was talking down towards/to you. Please keep in mind when things don't go your way it can get very frustrating. Lets stay focused here. for a quick compression check , take out the spark plug put your finger over the hole and crank the engine over. You should not be able to hold your finger over the hole. If you can then compression is to low, hold the throttle wide opened while checking.
injecting some fuel, I like to pull a vac line and squirt some fuel in the vac line. I use a syringe/flavor injector 1/2 ounce. Put the line back on and crank. TDC BDC not a factor.
As for waiting for the switch parts, put the red and black wires together, if the electrics don't come alive check the fuse by the battery.
I have heard of the the drill method I think it should work.
Now that the air box is off, I bet its too lean to start cover the inlet of the carb when cranking. Has the temperature dropped since it was stolen.?

if your going through so many fuel shut off valves then there is something wrong. Vac valves have a screen on the inlet side.

recheck your valves, maybe it stalled on them because of the valves. I'm with geh3333 on injecting some fuel. If you can check compression. Have you opened the air box? black to red is for power green to black/white is kill to ignition. John

very seldom do you hear of a legal owner or his/her gun being used for violence. Seems the illegal fire arm to be troublesome. The ones bought on the street. How many people that go through the background check, buy them legally then commit a crime?

I would have overhauled the clutch anyway, the Chinese grease is piss poor. I would have put a light film of grease on all the shafts.
