gy6 50cc to 100cc bbk upgrade still wont go over 30mph

Hi guys i have a gy6 50cc scooter upgraded to 100cc or 50mm bbk. I have installed a high performance exhaust and a 
carb jet. The scooter goes up to speed much faster but still will not go over 30. I have adjusted the valves to intake .003 and exhaust .004. It dose not seem to revup all the way??? any ideas why im not going faster?
