Why are you wanting to replace the rims? They looked okay from what can be seen in the photos.
I also have a ZNEN 150T-F but mine has the same size front and rear rims(12x2.50), with disc brakes.
Just replace the tires and move on. 4.00-12 tires would be close to 120/70-12 or 130/70-12 (I run 120's in the front and 130's in the rear on 3 of my scooters)
